The California AB 811 initiative provided San Diego Mayor Jerry Sanders with a green light to move forward with his aggressive plan to help property owners throughout the City of San Diego purchase and install solar power systems in their homes and commercial properties. The new program would allow San Diego residents the ability to add solar panels to their roofs via privately financed loans, paid for through their property tax bills over the course of a 20 year period.
Governor Arnold Schwarzenegger signed the Assembly Bill 811 in July 2008, allowing California cities to provide low-interest loans to homeowners and small business owners who were looking to conserve energy by installing solar panels. The bill allows financing for other energy-saving projects as well such as installing dual panel windows.
